Welcome to the Health Policy and Management course. This course is a comprehensive introduction to health policy and management including the policy-making process, ethics in public health, and communication and leadership skills. It provides students with the basic skills needed to contribute to the delivery and quality of healthcare for individuals and populations.
This Health Policy and Management course was funded in part by the University of the Incarnate Word and was developed with funding from the U.S. Centers for Disease Control and Prevention (CDC) through the Association for Prevention Teaching and Research. Like all NextGenU courses, it is competency-based, using competencies from the ASPPH: MPH Core Competency Model, CEPH, and WHO-ASPHER Public Health Competencies. This course uses learning resources from accredited, world-class organizations and governmental organizations such as the U.S. CDC, the U.S. National Institutes of Health (NIH), and the World Health Organization (WHO). The original course developer was Lindsay Galway, and our Advisory Group was: Ryan Allen, PhD; Kristian Dubrawski, PhD; Sylvia Struck, PhD; and Tim Takaro, MD, MPH, MSc. There are 5 modules to complete, which provide an introduction to:
- Policies in Health Systems,
- Legal and Ethical Considerations for Policy Development,
- Needs Assessment and Program Planning,
- Evaluating Programs, Policies, and Addressing Problems, and
- Leadership and Communication in Policy Development.
The completion time for this course is estimated at 142 hours, comprising 29 hours of learning resources, 55 hours for time to study content and assimilation, and 58 hours of participating in learning activities and quizzes, to assist the learners in the synthesis of learning materials. This course is equivalent to 3 credit hours.
This course requires the completion of all peer activities. At the end of each module, there is a practice quiz of ten (10) multiple-choice questions. After you’ve completed each lesson, quiz, and learning activity, at the end of the course, you’ll have access to a final exam consisting of fifty (50) multiple-choice questions, and a chance to evaluate this course. Participants have up to three opportunities to take the final exam and achieve the required score of >=70%. Once you’ve passed that last test, you will be able to download a certificate of completion from NextGenU.org and our course’s co-sponsoring organizations. We keep all of your personal information confidential, never sell any of your information, and only use anonymized data for research purposes. Also, we are happy to report your testing information and share your work with anyone (your school, employer, etc.) at your request.
Engaging with this Course:
You may browse this course for free to learn for your personal enrichment; there are no requirements. However, to register for this course, it is required that learners obtain a college-level/bachelor's degree.
To PASS and Obtain a Certificate, a learner must first register for the course and then successfully complete:
- all the reading requirements;
- all quizzes and pass with a 80% with unlimited attempts;
- all peer activities;
- the final assessment;
- the final exam with a minimum of 80% and a maximum of 3 attempts;
- the self and course evaluation forms.
To obtain credit:- Complete all requirements listed above for the certificate, and
- Your learning institution or workplace should approve the partner-university-sponsored NextGenU.org course for educational credit, as they would for their learner taking a course anywhere.

In this activity, you will compare delivery systems among high-, middle- and low-income countries. Then, you will discuss their strengths and weaknesses and what can low- and middle-income countries learn from high-income countries and vice versa.
Step 1: Review and Consider
Review the learning resources “Integrated care: learning between high-income, and low- and middle-income country health systems” and “Measures to strengthen primary health-care systems in low- and middle-income countries.” Think about what you would consider to be the strengths and weaknesses of healthcare delivery systems across the 3 categories: low-income, middle-income and high-income countries. Activity 2: Reflection - Strategies at Political, Organizational and Legal Levels (240 minutes) Forum
In this activity, you will reflect on strategies to improve access to fair health systems and explain how these strategies work at the political, organizational, and legal levels.
Step 1: Review and Identify
Review the learning resources on political, organizational, and legal frameworks in health and social service delivery systems. Then, take another look at the learning resource “Improving Access to Effective Care for People Who Have Mental Health and Substance Use Disorders: A Vital Direction for Health and Health Care.” From the reading, select a strategy to improve the care of people with substance use disorders that resonates more with your perspectives on the topic.
Step 2: Reflect and Write
Examine the details of the strategy you’ve chosen, focusing on the performance of the strategy at the political, organizational and legal levels. Write a reflection based on why you chose this strategy and how it works at each level. Your reflection should include comments about the strengths and limitations of your selected strategies along with potential barriers for their implementation (300-400 words).

Peer Activity 8 - Needs Assessment (240 minutes) Forum
You will choose a target population in your setting and assess the needs, assets, and capacities within the population. Then, you will explain how the needs assessment considers cultural values and practices and discuss how policies can be used to ensure equity in health and favorable environments within the population.
Instructions:
Step 1: Review and Identify
Review the learning resources on “Steps for conducting a needs assessment,” “Culture Matters: using a cultural context of health approach to enhance policy-making” and “Human rights and health.”
Identify a population and a specific health issue in your setting that you would prefer to cover in this assessment. Remember to consider their cultural values and practices.
Step 2: Assess and Write
Write an 800-1200 words assessment about your target population. Include the following:
An introduction to the selected population and health issue
Provide a very brief rationale for the selection of both
What health determinants of the community are related to your selected health issue?
Considering a public health response to your selected health issue, assess:
What are the community’s healthcare assets?
What are the community’s healthcare needs?
What are the community’s healthcare capacities?
Explain how cultural values and practices of the population relate to:
The emergence/prevalence of the health issue
The design and implementation of policies and programs to address the health issue
Make sure that your assessment includes both potential challenges and opportunities that stem from your population’s cultural values and practices

You will be given a series of health policies and management issues with different target audiences. Choose one from each of the policy and management issues listings. Then, you will apply effective strategies and use different channels (e.g., letter to the editor, social media posts) to communicate the issue. You will need to justify your strategy and choice of channel.
Step 1: Review and Research

Final Assessment (450 minutes) Forum
For the final assessment, you will select a health issue related to your area of research/expertise. Then, you will develop a population-based policy brief and an action plan to address the issue. Your work should demonstrate the use of policy design, development, budgeting, management, and evaluation principles. Remember to present evidence supporting your proposal and explaining how your policy aligns or conflicts with legislation in your region.
Step 1: Review and Research
- Review the learning resources of this course, particularly in Modules 3 and 4. Then, research the health issue you chose to work on; remember to focus on a simple policy, preferably one that has a single measure without many complex layers.
- Read pages 2-17 of this resource. It will be your guide to write the policy brief.
- Review the reading “Community Health Assessment Toolkit” of Module 4, Lesson 1. This will be your guide to write your action plan.
Step 2: Policy Brief
Now you will prepare an advocacy policy brief. The recommended structure for the policy brief goes as follows (700-1000 words):
- Title
- Introduction
- The problem (What is the problem? Why is it important?)
- Background, context (What happens? Where? Who is involved?)
- Causes of current situation (Why? Give evidence or examples.)
- Effects of the current situation (What effects does it have? Give evidence or examples.)
- The body (The main text)
- The suggested structure for this section is: Problem – effects – causes – solution
- Policy implications
- Suggested revisions in policy.
- Effects of the revised policy or policies (How will the policy changes improve the situation?): Provide evidence or examples.
- Advantages and disadvantages:
- What are the potential benefits?
- What will it cost?
- What side-effects might there be?
- Conclusions and Recommendations
- In addition, a policy brief may contain the following (not included in the word count):
- Boxes and sidebars
- Cases
- Tables
- Graphics
- Photographs
Step 3: Action Plan
Suppose your policy brief was a success and now you have been assigned to outline a program and implementation plan as an initial outcome of the policy update. This program is not meant to be a comprehensive solution to your selected topic, but should be the first of many steps toward your goal. For example, if your suggested policy update was plain packaging and labeling of tobacco products, then an initial program could be the training of Ministry of Health officials and other stakeholders about plain packaging and actions they need to take in a consequence of the recent policy update.
The recommended structure for the implementation action plan goes as follows (400-700 words):
